there is some idea in my mind to deal with situation. First, since MHS has the charity background, maybe cooperate with some medical schools to provide wellness services would save much money rather than hiring experient doctors. Second, use Catholic Churches to foundries special founds for the poors medical insurance would also reduce the MHSs cost.
Another enigma I found in the case is that the leadership is not professional enough to provide the health services.
